NetSync (aka StdSvc.exe at client sites) was created for the NT 4 environment to manage applications, manage local user accounts, report user game (or other application) usage and shut them down, MS Office default settings, etc...  The service was upgraded for Windows 2000 and later on for XP.  Most of the tasks that were originally designed into StdSvc can be done with Group Policies so most sites that still run the application are only using the game scan and local user accounts functionality of the application.
